In reply to your letter No. 26507/1912 dated the 22nd August 1912, and in confirmation of a telephone message sent to you to-day, I am commanded by the Army Council to inform you for the information of the Secretary of State for the Colonies that they approve of the dispatch
of an expedition against the pirates about Facao as suggested by the Governor of Hong Kong.
The Council would be glad however if the Governor
of Hong Kong could be informed that the troops sent should be drawn from the Indian battalions at Hong Kong and not from the British battalion.
The Council are of opinion that all extra expenditure involved in the employment of the Troops in these operations should be borne by the Colonial Government and they will be glad to learn in due course that the Secretary of State for the Colonies concurs in this view.
A copy of this letter has been sent to the India
Office.
